Flip the obvious over here. If we are warned against borrowing we are also warned against lending. We are not to enslave others. God’s economics are not natural to us.
Does this mean that people will never have needs? No, but we should be very cautious in loaning money. Usually, if there is a short term crisis, we should be giving or sharing, not loaning. If God has blessed us there is a reason.
(Ephesians 4:28 KJV) Let him that stole steal no more: but rather let him labour, working with his hands the thing which is good, that he may have to give to him that needeth.The key is meeting needs not desires.
So? If you see a need, meet it if you can. It could be that the real need is for someone to say “no” to waste or sloth.

That should go for governments and churches, as well.
I am not sure which came first the poor parenting or the poor governing.
